[Debian-zh-dev] Bug#850903: A by-the-way note on zh-hant

Far far ago, someone in Launchpad[1] talked about including some
(presumably ancient) text in traditional Chinese (zh-hant), since
zh-hans transliteration (simplification) for such text loses information.
   [1]: https://bugs.launchpad.net/ubuntu/+source/fortune-zh/+bug/499663

Despite being mostly neutral on this hans/hant matter, I believe using
zh-hant source in the source tree should make more sense, as current
hans-to-hant conversion usually performs badly on non-mandarin Chinese
text.*1 Therefore, you may want to generate the simplified text only
when you build the package.

## Notes

1. Such mandarin-based programs, for example, can give you 一川菸草 as
opposed to 一川煙草.
