[Cloud-packages] New upstream changes: google-apputils-python

Hi Thomas & debian-cloud,

Please be aware that Google (upstream) has released a new version of
google-apputils-python[1] to address bugs being reported by Debian
users[2]. The version should be moved from 0.4.0-2 to 0.4.1.

Also, the location of the upstream package has also moved from
code.google.com to pypi[3] and this information should also be updated.
