[Cloud-packages] Bug#838638: /usr/bin/python3-google-api-tools broken; missing several dependencies, does not work even after doing so

Hi,

python3-google-apputils packages /usr/bin/python3-google-api-tools, but
completely fails to declare the dependencies it needs:

The same goes for the Python 2 version. It holds in both stable and unstable
(they have the same version).
