d/control{,.in}: Bump ia64 B-D to libunwind8-dev for transition.
A quick look through ia64-libunwind-tdep.c reveals that upstream
doesn't expect this to have any runtime impact: it already tries to
dlopen both libraries, and there aren't any conditionals based on what
version of the header is in use.
