Look at the balls up catching the Boston bomber! Yep, it was just your
average Joe Bloggs who found him in his boat *AFTER* the curfew was
lifted.
It seems to me that the curfew was in place to lessen civilian
casualties inflicted by gung-ho police/military people, rather than to
make it easier to apprehend him.
IOW, the powers that be might be amassing all this information but
whether it can be any use, depends on the weakest link.
