[D-m-team] Bug#459238: Please wait with adding Julian Andres Klode

Hi,

Julian is currently my NM and i would like some uploads to go via me
first before he can upload himself. I know that the DM-Filed is still
missing in his control-files.

I will give an advocation as soon as i think he should upload packages
on his own.
