Yes, that's exactly what I'm saying: The message to 'debian-project' 
had the wrong address. The bug request asking for the keyring update 
<URL:http://bugs.debian.org/487959> had the correct address of 
'ben+debian at benfinney.id.au', as did the keyring changeset itself.

The 'dm:' id needs to be changed to the address that was originally 
requested; that's the purpose of this bug report (bug#488770).
