[D-m-team] Bug#482130: My support

FWIW, I fully support Bart's application.  I used to sponsor
laptop-mode-tools and he always did a great job maintaining the
package, fixing bugs and making improvements.  Sponsoring the package
was a no-brainer, so it would be great if Bart would get permission to
upload it himself.
