[Dbconfig-common-devel] Upgrade scripts

I actually don't have any experience with using scripts for upgrades,
and my current package only has one upgrade, so it would be difficult
for me to test it. The bug/problem actually doesn't affect me right now,
I just noticed it while looking at the code to figure out how scripts
worked. I'd be happy to look at a fixed version though, to see if I can
see any problems, if that helps.
