[Deb-scipy-devel] Updates for numpy

Hi,
I've updated scipy 0.4.6 packages to 0.4.9, and merged the pycentral
changes in scipy 0.3.2-9 packages. I had to drop the cow, m68k, and
stats_profiler dpatches, as they the corresponding source code is no
longer in scipy. I'm unsure about the amd64 patch (it doesn't apply
cleanly, but the code is still there), so I just disabled at the moment.
I also had to add a new patch for python2.3 bytecompilation to succeed
on an example.
Marco, the numpy 0.9.8 binaries you uploaded to
http://deb-scipy.alioth.debian.org/apt/ depended on atlas2, which no
longer is available on debian unstable. So I've rebuilt them and
reuploaded them. I also took the liberty to add "atlas2-base,
atlas2-base-dev" to the numpy's Build-Conflicts in the SVN repository.
