Hello Debian Scipy Team,

There is a circular dependency between python-numpy and python-numpy-dev:

python-numpy 	 :Depends: python-numpy-dev (= 1:1.0.1-5)
python-numpy-dev :Depends: python-numpy (= 1:1.0.1-5)

Circular dependencies are known to cause problems during upgrade, so we
should try to get rid of them.

Also what is the point to have a separate -dev package if you are forced
to install it ?
