It does not seem to be the same problem I had, since no rule test for the
'ACTION=="add"' condition.

I am sorry I can not help you much.

You may try to use udevadm to raise the log level of udevd, it is possible
that some helpful information will end up in daemon.log. But it is usually
rather unreadable.
