[debhelper-devel] Bug#795432: dh_makeshlibs doesn't fail with -p <package not in control file>

the patch renamed the library package, but missed to fix the dh_makeshlibs call,
and according to the build logs, it didn't error out, but just did warn:

dh_makeshlibs -plibmsn0.3 -V'libmsn0.3 (>=4.1~)'
dh_makeshlibs: package libmsn0.3 is not in control info
find: `debian/libmsn0.3': No such file or directory

I think dh_makeshlibs should fail for this case.
