[debhelper-devel] Bug#844602: debhelper: wording in dh_systemd_enable --no-enable manpage may be confusing

The dh_systemd_enable manpage says for --no-enable says:

   Just disable the service(s) on purge, but do not enable them by
   default.

We got a user that was confused by this, as they thought by default
something else was being done on purge if this flag is not passed. Thus
, I suggest changing to the following:

   Disable the service(s) on purge, but do not enable them on install

This should be clearer.
