[debhelper-devel] Bug#842246: debhelper: autoreconf run even when ---buildsystem=cmake

When DH_COMPAT=10 , autoreconf is automatically called.
This is breaking prjects (eccodes) where cmake is used and obsolete configure.acetc files still exist.
