Thanks for the bug report.

We need to improve the tooling a bit before we can take this decision.
Unfortunately, dh_install cannot see files installed by later helpers
(e.g. dh_installman), so it has a lot of false-positives at the moment.

There is some work on the way in #415396, which will solve that problem,
but it will still take some time for us to adapt all tools (not to
mention the third party ones).

Once that is done, I will probably consider making "--fail-missing" the
default in the next compat level after that.
