Because dh-systemd is a transitional package for quite a while:

  Depends: debhelper (>= 9.20160709)
  Description-en: debhelper add-on to handle systemd unit files - transitional package
   This package is for transitional purposes and can be removed safely.

I don't get what this has to do with libraries... Maybe you could
explain what you mean with a little bit more details.

Otherwise I'd close this bug as from my point of view, it's totally
correct that deborphan lists dh-systemd.
