Helmut and I discussed this on IRC and concluded that there cannot be a
trigger cycle at the moment.  This is because sgml-base does not depend
on any (non-essential) packages.
  To avoid surprises, sgml-base should verify this assertion during
build and be very careful with adding new dependencies (as these
dependencies have to have a similar careful selection of dependencies to
avoid trigger cycles).
