[debhelper-devel] Bug#866619: dh_installdocs should not install documentation files if "nodoc" is specified in DEB_BUILD_OPTIONS

Dear debhelper maintainers,

Since version 4.0.0, the Debian Policy recommends the support of the "nodoc"
flag in DEB_BUILD_OPTIONS.

It would be helpful if, when this flag is set, dh_installdocs could skip the
installation of files listed in debian/*.docs.

Basically the rationale is the same as for the support of "nodoc" in
DEB_BUILD_PROFILES (see #865869).

Note that currently, for debhelper compat level 10, such a support is not
strictly needed, since dh_installdocs only warns when doc files are not
present. But it is needed for compat level 11, where dh_installdocs fails in
that case.
