[debhelper-devel] Bug#886038: debhelper: duplicates in the Build-Ids list

Related to but #886037 (just filed), after that happens it inserts the
same build-id twice, resulting in things like:

       ...
-       dpkg-gencontrol -plibxml2-dbg -ldebian/changelog -Tdebian/libxml2-dbg.substvars -Pdebian/libxml2-dbg -DBuild-Ids=2fb6e44e8b4e696dd4ed83c45706df481e084f08 -Vdep:libicudbg=libicu57-dbg
+       dpkg-gencontrol -plibxml2-dbg -ldebian/changelog -Tdebian/libxml2-dbg.substvars -Pdebian/libxml2-dbg "-DBuild-Ids=2fb6e44e8b4e696dd4ed83c45706df481e084f08 2fb6e44e8b4e696dd4ed83c45706df481e084f08" -Vdep:libicudbg=libicu57-dbg
       ...

And therefore this happens in the built libxml2-dbg:
- Build-Ids: 2fb6e44e8b4e696dd4ed83c45706df481e084f08
+ Build-Ids: 2fb6e44e8b4e696dd4ed83c45706df481e084f08 2fb6e44e8b4e696dd4ed83c45706df481e084f08


Something at some point should probably check the build-id list for
duplicates and do something clever.
