[debhelper-devel] Bug#873831: debhelper: [meson] Default to a UTF8 locale?

Control: reopen -1

The fix wasn't sufficient. I tried dropping the "export
LC_ALL=C.UTF-8" rule in libdazzle but libdazzle fails to build without
that line on the Debian buildds.
