This is broken.  debhelper modules are not allowed to use "-" in the name,
the correct module name is "autotools_dev" as stated in the documentation.

Yeah, this is annoying, and a large pitfall.

OTOH, anyone who suddenly notices his package had this bug, please take a
moment to think about how it happened to pass that you never noticed your
package build was not doing what you wanted it to...
