[debhelper-devel] Bug#739971: dh_link: support .links being executable

in newer debhelper versions, install files when marked executable, are
processed in the way that their ouput constitutes the content of a
traditional debhelper install file.

please also support doing the same for links files, so that links can be
created conditionally to match the install files.
