Sorry, my fault.

The Symlink:

    /var/lib/defoma/x-ttcidfont-conf.d/dirs/TrueType/tehreer.ttf

is pointing to

    /usr/share/fonts/truetype/ttf-farsiweb/tehreer.ttf

Which is not in the hints file
