Round two (please): aspell-fa, ttf-farsiweb, and user-he.

To summarize the changes (and maybe save you some work):
aspell-fa - new upstream release, includes improvements for the word
database.
ttf-farsiweb - a change to the defoma hints file to avoid errors with
vflib packages (#319951).
user-he - update suggests field since icedove Hebrew l10n package is
also in Etch.
