Which is more or less what I saw before preventing the toggling.
/etc/acpi/actions/hotkey.sh depends on the presence of rfkill-input; if it's
not present, it'll try to do the toggling itself (and you may see this
problem), but the init script should be loading that module.

(The actual test is for "rfkill" in /proc/bus/input/devices.)
