Anyway, surely the onus to clean up the spam is on the mailing list
administrators, for it is them who are taking each spam message, and
turning it into 342 spam messages and forwarding them on.

As you can see from my gnus display below, most real messages have a
X-Spam-Status: score=0.0, therefore all the people in charge need to do
is tighten up their SpamAssassin to say required_score 1.71 .

They've done all the work to implement SpamAssassin, build a solid flood
gates, but left them hanging wide open!

That is much smarter than each modem user having to download the spam
and then filter it a second time themselves.

No I don't know what to tell uses whose posts disappears if it is over
