Even a non-hebrew configured system will show Hebrew (I think), if not
we need to have something to help the users with it in English.
IMO,
We need some material in English anyway, since there are english
speakers who need Hebrew support in their system. But that part of the
website need not be as extensive as the Hebrew one.
