Your best bet is at IGLU: http://iglu.org.il/faq/cache/8.html

For 1 you need fonts, though xterm doesn't handle bidi properly, so
you'd be better using mlterm instead.

For 2 you need to setup Hebrew input in the Xorg server, it's a
relatively simple procedure and you should find full details in the IGLU
site.
