The reason is NBS which stands for "NBS == Not Built [by] Source". This
is due to the reason that no source package builds this binary package
(since koffice-l10n stop providing them).

I've checked upstream and saw that the translation to Hebrew was just a
bit above 50%, which I guess is the reason for not releasing it.
