[Debian-hebrew-common] Do we need an upgrade package?

I in favour of option 1. thunderbird-bidiui should be removed due to NBS
(not build [by any] source. And should appear in
http://ftp-master.debian.org/removals.txt in the next few days.

I don't see a need to mention a package with isn't really a part of Debian
(or even a part for such a short time).
