Many Israelis prefer an "Hebrew Enabled" version where the system fully supports Hebrew, but the interfaces are in English and are LTR.

Message:
when the user selects "hebrew" as the installation language, it automatically installs user-he, right? (correct me if I'm wrong). 

If so, can we close this bug?
