[Debian-hebrew-common] Please tag release 0.7.4

Hi guys,

Following our now routine procedure, please CVS tag the new release
(0.7.4), so that we can create a standard tar "upstream" package for the
Debian package of bidiui.

Also, if there is any way for us to register so that we will get
notified when a new version is released, that would be most helpful.
