[Debian-hebrew-common] New Hebrew packages for Debian

Thank you very much Lior!

I also experienced some problems couple of years ago when I tried to
install it on my Debian. However I checked it recently in Ubuntu and it
worked fine. I don't know whether it were just Debian<->Ubuntu
incompatibilities or something was indeed fixed. Anyway I would suggest
to incorporate it into Debian even it has some defects - they will get
ironed out with the time but people can benefit from it right now even
in its current form.

How much time will it take for the program to propagate from unstable to
testing?
