The debian-hebrew repository is either unstable or stable, we do not
have the scripts that migrate packages to testing. Though I could
symlink unstable and testing together.

I put testing since the cycle for Debian is too slow and testing is good
enough for a desktop user which is the target of our distribution (I
think, but then, no-one said something else so far).

Testing is stable enough for a desktop user and it has relatively new
packages.

I actually hope to be able to base future install CDs on testing itself
and not install stable at all.
