[Debian-hebrew-package] Bug#458601: bidiv: debian/copyright doesn't provide correct/full Copyright information

The copyright file[1] of the package doesn't contain the necessary copyright 
information.
This is usually in the form of "Copyright YYYY by John Doe <john at doe.com>"
Additionally, an excerpt of the license should also be included in the 
copyright file, and specifying which version of the GNU GPL license would be 
suitable.
