[Debian-hebrew-package] Bug#497774: libhdate: binding packages should be renamed according to the standads

I think Kobi comment in #486095 is important enough to have a bug of its own:

The naming of all libhdate packages are not nice -

libhdate-python  -> should be python-libhdate
libhdate-perl     -> stay the same
libhdate-pascal -> should be fp-units-libhdate

when packages for php and ruby will be made they should be named:
php-libhdate
libhdate-ruby
