[Debian-hebrew-package] GNOME 3 and panel applets

all the patch's are on the applet code that was deleted or on files
related (including the configure.in one and the translations)
i think it is ok to use the unpatched 0.2.6.1 since no patch is
relevant to the remaining code, after deleting the applet.
