I am sending this mail to the Debian Hebrew Package mailing list.

I've installed hocr-gtk, libhocr-dev, and libhocr0 on Ubuntu 12.04 using
> Synaptic which ensured that all dependencies were also installed.

I am using debian unstable, hocr-gtk works fine from this package:
http://packages.debian.org/sid/hocr-gtk
and from source code. It may be an ubuntu specific problem.

The ubuntu site:
http://packages.ubuntu.com/hardy/hocr-gtk
also refers to the Debian Hebrew Package mailing list

It sounds like you are using deferent versions of hocr parts:
http://packages.debian.org/source/squeeze/hocr

you nead that all the packages will be of compatible versions:
libhocr-python, libhocr0, hocr-gtk
