The message referes to a different Baruch: Baruch Even. He was a Debian
Developer up until recently, when he anounced his retirement (on the
debian-private mailing list).

It means he is no longer a Debian Developer (see further in that
document).

This would be a good oportunity to call for more locals to become Debian
Developers (or Debian Maintainers).
