It seems hocr was pushed a bit too late. Or for whatever reason has not
entered testing. This change doesn't seem to match a testing exception.
But if anybody else wants to petition that package with the release
team, feel free. As I mentioned, I hardly managed to get it working.

All other packages I fixed are now in Stretch.
