Problem solved! It was an upstream bug. I found it and solved it while
offline in a train through Germany today - and after releasing the fixed
sugar-toolkit package I discovered that the problem had been found and
fixed approximately the same time as me, using exact same fix :-P

sugar-chat-activity has been updated to fix other issues as well - other
activities will after this weekend. that package has (still!) not been
released from NEW queue, so if you want to test something supposed to
work then use the unofficial repository at debian.jones.dk:

     deb http://debian.jones.dk/ sid sugar

or

     deb http://debian.jones.dk/ lenny sugar

If someone wants to package some activities, then please pull the Git of
sugar-chat-activity from Alioth, and use the cdbs snippets from there.

...And if someone is looking for a challenge, then please have a look at
that python-sugar.mk cdbs snippet in sugar-chat-activity and see if you
can figure out why stamp files are getting ignored...!
