I believe that the existing xserver-xephyr bugreport just needs to be 
tagged as affecting[1] sugar-0.84 and sugar-0.86.

If it is not the Xephyr issue itself that is experienced in Sugar but 
some collateral issue, then I believe instead another bugreport should 
be filed and the xserver-xephyr bugreport tagged as blocking[2] that new 
bugreport from getting resolved.

I am not really experienced with those parts of our BTS, so you are more 
than welcome to get your feet wet here and report back if the sharks 
bite ;-)
