[Debian Python Policy § 2.2][1] requires that binary packages of Python
libraries be named `python-<package name you use in the "import"
statement>'.

`sugar-tools-0.88` contains (according to the package description)
several helper utilities for sugar, whereas `python-sugar-toolkit-0.88`
contains Python modules for core widgets.

There is no `sugar-0.88` package in Debian as far as I can tell.
However, it would be reasonable to name the source package for
`python-sugar-0.88` `sugar-0.88` if desired. (in fact, it is currently
part of `sugar-base-0.88`)
