Ooops, I meant to expand "WHY?" to an explanation before I sent the
mail, not leave it there as an exclamation / question :) I'll do so below.

Putting the runtime dependencies in debian/rules rather than the control
file has the benefit of allowing us to document the rationale behind
each dependency in a way not possible by adding it directly to the
control file, and to separate dependencies in a readable fashion.

Yes. Jonas' mail[1] describes the problem. Basically, review the source
code of your activity to see if it uses the things it currently depends
on, and whether there are things it uses that are not declared as
dependencies.
