[Debian-olpc-devel] Bug#833157: sugar-base-0.88: don't release with Stretch

We currently have three versions of sugar: sugar-base-0.88, sugar-base (0.98)
and sugar-toolkit-gtk3 (0.106). Given this is the oldest one, it only has one
non-ported rdep (sugar-moon-activity) which seems unmaintained, I think it is
time to get this package removed from Debian.
