Per Aurelien, the issues no longer appear in the vsftp / kernel logs of the
german and hungarian buildds since 1650Z.

Can one of you provide me with snippets of vsftp log entries from both hosts
showing when the problem started (or earliest logs show if already rotated out)
and when problem ended?

Additionally, can you provide mtr from the two both hosts to leda.debian.net?
I"m particularly interested in confirming which parts of the paths are in
common with my testing from UBC to ftp.de.debian.org, yesterday.
