    debian/copyright: comment that wavewatch module is not built
    
    The wavewatch module is only built if $HOME/.wwatch3.env exists, which
    is not normally the case.  It does not seem appropriate to overrule
    upstream's explicit test for this in configure.in, so there'll be no
    wavewatch module in Debian binary packages for now.
