    Fixes for multiarch, pkg-config, and debian/control
    
    * added Pre-Depends for multiarch
    * included pkg-config file to the -dev package
    * changed the standard version number to 3.9.4
    * put source package in section 'science'
    * put binary package in section 'libs'
