libdogleg Debian release 0.08-2

Dima Kogan (23):
      better version parser that uses ONLY awk
      version parsing now done with sed. Should be more system-independent
      debian/ directory moved to a subdir
      added non-debian changelog
      Makefile parses version from the main (non-debian) changelog
      CFLAGS no longer overwritten; can be passed-in from the commandline
      Changes bump
      don't override given optimization options if they are given
      removed "install" Makefile rules, since it wasn't very useful
      tweaked Makefile so that dogleg.o is no longer an intermediate target
      making sure to use the CPPFLAGS to make debian hardening happy

      git-buildpackage now uses pristine-tar
      version bump
      added explicit copyright to the debian/* files
      fixed watchfile to work with newer github pages
      libdogleg is now Priority: optional
      libdogleg is now Multi-arch:same
      using canonical vcs tags
      updated branch name in gbp.conf
      changelog bump
      Moved earlier Makefile change to a quilt patch
